At the centre of UK race equality is UK and European legislation. This legislation is facilitated at a national level through a main central body called the Commission for Racial Equality (CRE), and at local levels by local race equality councils (RECs) and organisations.

This page is a guide to racial equality with useful regional and national website links and a list of RECs operating in the Eastern region.


The Law
In the UK, the main law dealing with racial discrimination is the Race Relations Act 1976, which was recently amended by the Race Relations (Amendment) Act 2000. This law makes it unlawful to discriminate against anyone on grounds of race, colour, nationality (including citizenship), or ethnic or national origin. It also places a statutory duty on public authorities to promote racial equality. The Home Office

The aims of Home Office are to:

  • develop social policies that promote good race and community relations
  • combat prejudice and xenophobia
  • promote equal opportunities.

These aims are achieved through the Race Equality Unit who is responsible for taking forward the work of the Race Relations Act (Amended 2000); funding projects to develop black and minority ethnic (BME) community sector networks; and mainstreaming gender and race into policy development and service delivery across the public sector.

The Home Office also represent the UK on race equality issues at an international level at the European Union and the United Nations. Commission for Racial Equality

The Commission for Racial Equality (CRE) tackles racial discrimination and promotes racial equality. Although publicly funded, it is a non-governmental body that has statutory powers to:

  • Advise and assist on complaints
  • Conduct investigations of companies and organisations where there is evidence of discrimination
  • Take legal action

The CRE provides funding for a number of Race Equality Councils (RECs) and organisations that work locally to promote racial equality and tackle racial discrimination in the Eastern region.
